Background of the Study

Participatory governance, which involves active citizen engagement in decision-making processes, has been increasingly recognized as an important element of democratic governance (Akinyemi & Olowookere, 2023). In Nigeria, local governments such as Dala LGA in Kano State have started to integrate participatory governance models, particularly in the implementation of community-driven projects. These projects aim to address local needs by allowing community members to have a direct role in policy formulation and execution (Jibril & Ibrahim, 2024). The involvement of local stakeholders, including residents, traditional leaders, and civil society organizations, is crucial in ensuring that policies reflect the priorities of the people. This study seeks to assess the impact of participatory governance on policy formulation in Dala LGA, Kano State, focusing on how community-driven projects shape local governance and improve public service delivery.

1.2 Statement of the Problem

Despite the increasing emphasis on participatory governance in Nigeria, there remains limited empirical research on its effectiveness in influencing policy formulation at the local government level (Kassim & Aliyu, 2024). In Dala LGA, although community-driven projects have been implemented in various sectors such as education, healthcare, and infrastructure, there is a lack of in-depth analysis on how these projects influence the local policy formulation process. The challenge remains whether local governments genuinely integrate community inputs into decision-making or merely use participation for political legitimacy (Olorunfemi & Sulaimon, 2023). This study will explore how participatory governance influences policy formulation in Dala LGA, focusing on community-driven projects, their outcomes, and the extent to which local policies are responsive to the needs of the community.

1.3 Objectives of the Study

  1. To assess the role of participatory governance in shaping policy formulation in Dala LGA.

  2. To evaluate the outcomes of community-driven projects on policy development and implementation in Dala LGA.

  3. To explore the challenges and opportunities associated with participatory governance in Dala LGA.

1.5 Research Hypotheses

  3. The challenges of participatory governance, such as inadequate community mobilization and political interference, hinder the full potential of community-driven projects in policy formulation.

1.6 Significance of the Study

This study will contribute to the broader discourse on participatory governance in Nigeria, highlighting the successes and limitations of such governance models at the local level. By focusing on Dala LGA, it will provide valuable insights into the potential benefits of community-driven projects in shaping local policy. Additionally, the study will offer recommendations for improving participatory processes in local governance, which could inform policy reforms at the state and national levels.

1.7 Scope and Limitations of the Study

The study focuses on Dala LGA in Kano State and specifically examines the impact of participatory governance on policy formulation through community-driven projects. The research is limited to the time frame of the study and does not address long-term trends or changes in participatory governance over time.

1.8 Operational Definition of Terms

  • Participatory Governance: A governance model that encourages citizens’ involvement in decision-making processes, particularly in policy formulation and implementation.

  • Community-Driven Projects: Initiatives where local communities actively participate in planning, implementation, and evaluation of development projects.

  • Policy Formulation: The process of creating, developing, and implementing policies, particularly at the local government level.
